In a plan that is less surprising than audacious, Las Vegas city fathers plan to place solar panels on top of carports at a number of city-owned and operated facilities.

The $11-million plan, will reportedly cut the city’s electricity costs by about $300,000 a year when completed, and generate enough electricity to supply 170 homes.

The solar panels in question have a life expectancy of between 25 and 40 years (the first figure being closer to the expert’s usual estimates), and the city’s investment of $600,000 from a “green” building fund will reportedly be recaptured in about 15 years.

The rest of the funding – $4,150,000 of Energy Efficiency Community Block Grant funds (EECBG), $1,276,738 from Community Development Block Grant Recovery (CDBG-R, or ARRA) funds, and $5.1 million from New Clean Renewable Energy Bonds, as well as utility rebates for renewable energy – makes up the balance.

The project will initially start with three sets of panels mounted across 34 carport stalls and paid for by ARRA funding, and will be located at the new Stupak Community Center at 300 W. Boston Ave. (across the street from the Chester Stupak Park). The center, built in 2008 at a cost of $7.5 million, is nearly complete and contains 34,183 square feet of ESL and general classrooms, an indoor gym/aerobic fitness and weight control center, a kitchen, a library and a game room. Opening is scheduled for this winter.

Two other solar projects, also slated for carport roofs on public buildings, will finish the 950-kilowatt project, which is expected to reduce greenhouse gas emissions and the city’s carbon footprint by 949 tons of carbon monoxide (which would have been produced by burning fossil fuels). Stupak Center solar project construction is expected to start in 2010.

The new Stupak Community Center is slated for completion this fall, with an opening proposed for this winter. The solar carport at the center is expected to break ground sometime in 2010.

The panels, funded from the Community Development Block Grant Recovery portion of ARRA, is the first project approved in the region, which includes Nevada, California, Arizona and Hawaii, and will provide between 10 and 30 percent of the center’s power needs, depending on usage.

The panels also provide covered parking, and they, along with solar installations at the wastewater treatment plant, will move the city to 10 percent of renewable power by 2011, which is close to Nevada’s Renewable Energy Standard (RES) of 25 percent of energy from renewables by 2025.

I was always a very active and highly spirited person all my life, always able to bounce back after illness or stress easily. Despite a rather turbulent time in my 20′s when life seemed incredibly stressful, with a serious car crash, a divorce and other big life-crisis events, I came through into my 30′s having happily remarried and bearing 4 gorgeous children, settled on the outskirts of Brighton although spending much time in Charmouth, West Dorset with my family.

Just after the birth of my fourth child, I got a virus that knocked me for six, and I never recovered. Little was I to know I was about to embark on a journey that was to last for 7 years and take me to my darkest depths- within 7 months of that virus I had become virtually house-bound with severe weakness, fatigue, weight loss, blurred vision, unable to concentrate and falling all over the place with other symptoms. I was diagnosed with multiple sclerosis (M.E.) and fybromyalgia. My life and my family were devastated.

However, I was determined to find a way out of this illness despite being told there was no cure. I figured if I had had over 30 plus years of health, well then there must be a way back to that. Fortunately I been self-studying everything I could on inner healing and self-improvement for many years and set to work on myself. Over the first 2 years it seemed that no matter what I did, it didn’t seem to hold or make any improvement, I thought at times I was going to die.

Amazingly though I went on to have 2 more children- a huge shock when after 14 years of previous infertility treatment to have my other children I had been told I’d never have anymore, and I realized then, despite multiple sclerosis and fybromyalgia my body had corrected my previous and supposed infertility problem without me even knowing how to.

My resolve to find the way out of multiple sclerosis and fybromyalgia was fired up again. I believed my body was programmed to be healthy and needed to find the key to reset it. I continued to work holistically on inner change and healing for my symptoms and indeed regained a relatively ‘back to health’ lifestyle. I even started jogging in the last year even though it felt like running in a straight jacket. The multiple sclerosis and fybromyalgia had never gone but at least I could, with great mental effort, try to do some of the things I wanted even if it meant doing them in agony a lot of the time.

The truth was I looked ok and I had a lifestyle but I still had multiple sclerosis and fybromyalgia. It wasn’t that all my hard work was wasted, it was somehow the glue to hold it altogether was missing.

Then I heard a controversial discussion on Jeremy Vine’s radio2 show in 2005 about the Lightning Process(TM). I was intrigued but put off by the sceptism and dismissed it. A year later I read a book called ‘why M.E’ by Alex Howard and was amazed to read his journey of multiple sclerosis was very similar to mine, even though his life was very different to mine.

He spoke of the Lightning Process(TM) helping him to turn the corner away from multiple sclerosis foreever and I just knew I had to do it too.

I did the 3-day Lightning Process(TM) training in the following April, it was amazing I knew before the 3 days were up that I never had to suffer from multiple sclerosis and fybromyalgia again and I walked out of multiple sclerosis and fybromyalgia and into my 40s fully recovered.

It sounds unreal I know but there’s nothing unreal about it- basically the 14 hours training teaches you how to dissolve the structure of your illness/issue and thus allows the body to reset/resume its natural healing ability. The body has an amazing capacity to heal and so that’s why it can happen quickly. Within 3 months I had come 4th in the Race for Life charity run, and have come 1st vet two years running, 2nd overall in the Sussex 6mile cross-country Trailblazer run.

I have since trained and qualified as a Lightning Process(TM) Practitioner, and have a diploma in clinical hypnotherapy, neuro-linguistic programming(NLP) and life-coaching at the European College of Holistic Medicine/ The Phil Parker Training Institute in London. I run my own practises in Brighton and Charmouth ,west Dorset and am currently taking a Master’s course. I have met hundreds of people who have recovered from multiple sclerosis, fybromyalgia, OCD, PVS depression, anxiety eating disorders and many more conditions.

Have there been hybrid solar collectors?

I’ve seen typical solar cells. I’ve seen mirrors that focus sunlight to heat tubes. Has there been an attempt to try to do both with the same sunlight? It seems like solar cell panels would get hot but do they get hot enough to be worth collecting it?

Also, how long do solar cell panels remain viable after you break-even cost?

They have combo solar cells/collectors. The top portion is the photovoltaic, and below is a collector filled with water/antifreeze that collects heat and distributes it to the home.

With government subsidies, and depending on where you live, you could break even on PV panels in 5-7 years, but others might take 20 years. In 20 years, I hope PV panels will be more more efficient.
