How would someone be able to get a grant from their city or something for like building PV modules?
I want to know (assuming the city allows it) how to get like some financial help through the city to set up some green stuff (like a PV array or a wind turbine). How would I go about getting the city approval and cooperation?

This is just my 2 cents, but you might be better off spending your money on energy efficiency and energy conservation measures. Solar electricity is a great, but expensive technology (even with rebates). We used the program listed below to cut our energy use and greenhouse gas emissions in half. Our total saving is about 46,000 KWH a year. A solar electric (PV) rig that would generate an equivalent 46,000KWH a year would cost about $200,000!! We paid a total of $7,800 on about 20 projects in all to reduce our energy use by the 46,000KWH/yr, and this is saving about $3,900 per year on our energy bills.
In other words, energy conservation and energy efficiency measures don’t cost nearly as much as solar electricity rigs, and pay much larger dividends — kind of a win-win.
