From the derivation of the equation, the gas constant is a combination of the other constants involved in the equation when you make the conversion from physics terms, the number of “molecules,” to chemistry terms, the number of “moles.” It’s the boltzman constant (k) combined with the conversion to moles, as the derivation involves the kinetic energy of gas molecules which is equal to (3/2) kT.
If you meant why is there a constant in general, it’s there to make sure the proportionality relationships between the variables fit the real world parameters. It’s a “correction factor” to the equation to make sure the answers come out to experimental values while maintaining the experimental proportionality between the variables.
